CONSULTANTS FOR THE DEVELOPMENT OF COUNTRY CAPACITY PROFILES AND COUNTRY CAPACITY BUILDING PROGRAMS, 2008

REQUEST FOR EXPRESSION OF INTEREST

The African Capacity Building Foundation (ACBF) is Africa’s premier capacity building institution. Established on 9 February 1991 through a partnership between African governments and the international donor community, ACBF is at present implementing its second Strategic Medium Term Plan (SMTP II), which seeks to commit US$350million to capacity building in Africa over the period 2007-2011. Within the framework of this plan, starting January 2008 ACBF will place emphasis on the development of country capacity profiles and country capacity building programs in order to raise the effectiveness of its interventions in capacity building in African countries. To guide the process, the Foundation wishes to invite African professionals – individuals, teams and organizations - who have extensive knowledge of, and experience in, the process of conducting country capacity profiling exercises and the development of country capacity building programs to forward an expression of interest in the conduct of these tasks.


CORE COMPETENCY AREAS

ACBF builds capacity in six core competency areas as listed below. These provide a guide as to the potential coverage or areas of focus of the country capacity profiles and the country capacity building programs.

  • Economic Policy Analysis and Management
  • Financial Management and Accountability
  • National Statistics and Statistical Systems
  • Public Administration and Management
  • Policy Analysis Capacity of National Parliaments and Parliamentary Institutions
  • Professionalization of the Voices of the Private Sector and Civil Society


TASKS

Consultants hired under this assignment will undertake the following, among others:

  • Participate in a workshop that will develop the methodologies and relevant instruments for the conduct of the country capacity profiles and the development of the country capacity building programs.
  • Lead or participate as a team member in the process of conducting the country capacity profiling exercises and/or the development of the country capacity building programs.
  • Share knowledge gained from the exercise with the Foundation in the form of lessons notes and proposals for possible further refinement of the methodologies and instruments.


QUALIFICATION AND EXPERIENCE

Prospective consultants are expected to possess postgraduate degrees, preferably, Ph.D. in social science and development management disciplines with a focus on one or more of the Foundation's core competency areas. Organizations are required to have core teams with the stipulated qualifications. In all cases, a minimum of 5 years cognate experience in the development of capacity needs assessment, country capacity profiles and country capacity building programs in any of the core competency areas is required. Excellent writing skills in English, French or Portuguese as well as computer literacy are indispensable.


REMUNERATION

Commensurate with qualifications and experience, ACBF offers internationally competitive fees in line with similar international organizations in Africa.
