Regional Economic Communities Capacity Needs Assessment Stakeholders Workshop
NOTICE: The workshop on “Regional Economic Communities Capacity Needs Assessment Stakeholders Workshop”, scheduled for November 10, 2005 in Addis Ababa, Ethiopia, has been postponed to February 2006. The date of the workshop will be communicated in due course.

The African Capacity Building Foundation (ACBF), in collaboration with the Africa Union Commission (AU Commission), NEPAD Secretariat and the United Nations Economic Commission for Africa (UNECA) will be holding a workshop on “Regional Economic Communities Capacity Needs Assessment Stakeholders Workshop”. The main objective of the workshop is to discuss the survey findings in order to forge a way to strengthen the capacity of the RECs for the implementation of NEPAD’s priority programs and activities relating to their primary mandates. The survey covered the following 8 RECs and sub-RECs that have been assigned responsibilities in the implementation of NEPAD Infrastructure Short-Term Action Plan Projects:

  1. The Common Market for Eastern and Southern Africa (COMESA)
  2. The Economic Union of Central African States (ECCAS)
  3. The Economic Union of West African States (ECOWAS
  4. The Southern African Development Community (SADC)
  5. Intergovernmental Authority for Development (IGAD)
  6. The West African Economic and Monetary Union/ Union Economique et Monetaire Ouest Africaine (UEMOA)
  7. The Central African Economic and Monetary Community (CEMAC)
  8. The East African Community (EAC)

As per the survey, the workshop will address findings relating to:

  • Immediate short, medium and long term responses to the identified priority capacity needs of the RECs, together with an estimate of funding requirements and indicators of possible funding sources and/or mechanisms.
  • The generic and specific capacity needs as well as strategies for more effective utilization of existing capacity within the RECs, especially through the practice of performance based management systems.
  • Proposals for enhancing the effectiveness of ongoing and future interventions in RECs’ capacity needs in order to ensure that the identified gaps are adequately addressed.
  • Strategies for drawing on knowledge resources within institutions such as the African development Bank (AfDB), the African Capacity Building Foundation (ACBF), the European Commission, the World Bank, knowledge networks such the ACBF Technical Advisory Panels and Networks (TAP-NETs) and African professionals in the Diaspora.
  • Guides to mainstreaming capacity building, skills retention and effective utilization in the RECs.
