TECHNICAL
MEETING ON CAPACITY DEVELOPMENT STRATEGY
FOR AFRICA, 6-8 FEBRUARY 2007,
ADDIS ABABA, ETHIOPIA
|
On
6-8 February 2007, the New Partnership
on Africa’s
Development (NEPAD) Secretariat, in partnership
with the United Nations Economic Commission
for Africa (UNECA), held a joint technical
meeting on capacity development strategy
for Africa, in Addis Ababa, Ethiopia.
The meeting was a further step in the
development of a clear strategy for capacity
building under NEPAD. Organizations or
Institutions attending the meeting included,
the African Development Bank (AfDB),
Africa Union (AU), Southern Africa Trust,
Common Market for Eastern and Southern
Africa (COMESA) and ACBF. The meeting
focused on a number of points which included
creating a common understanding of capacity
gaps and challenges that hinder development
and the attainment of the Millennium
Development Goals (MDGs) in Africa; identifying
key elements of a strategy for capacity
and skills development at all levels
for the short, medium and long-term achievement
for Africa’s development agenda;
and outlining a process towards the
development strategy for Africa. |
The
focus of the meeting was also based
on the recognition that there is a
multiplicity of organizations engaged
in capacity development in Africa but
they are not coordinated and therefore
there is no complementary impact. The
challenges therefore identified included
the “how” factor: how to
create attitudes and mindsets driving
development; how to refocus institutions
towards advisory development; how to
coordinate and integrate efforts in
holistic capacity building; how to
mobilize and utilize African capacity
more effectively; how to move commitments
to implementation; and how to bring
about committed and accountable leadership.
It is the hope that the NEPAD Secretariat
will present a draft strategy to
the Heads of States in the July 2007
meeting.
The Foundation was represented by
Dr. Coffi Noumon, Program Officer.
