Round Table: Africa Capacity Indicators Report (ACIR) – An Insightful Tool for Mapping Development in Africa
In 2011, ACBF launched the ACIR to empirically assess capacity in relation to Africa’s development. ACIR maps key components of capacity development and how they can be measured. This Round Table will specifically aim to address: a) The state of capacity development across Africa and the key role of indicators in mapping this; b) How to increase awareness of state/non-state actors of the various dimensions of aid effectiveness so that they can be fully considered in the design of policies; c) Issues of donor coordination to facilitate exchange of lessons and experiences; and, d) ACBF’s grasp of the capacity needs associated with the donor coordination and aid effectiveness so that ACBF can fund more relevant interventions

Round Table: What are the employment effects of regional trade integration in Africa?
Where effective, regional trade accords (RTAs) and similar initiatives aimed at regional integration (e.g., via transportation corridors and regional institutions) can reshape economies. Such integration efforts can facilitate trade or increase the complexity that traders face nationally, regionally and globally and can lead to trade expansion or trade diversion. In turn, they can influence economic specialization and the international division of labor, with implications for job creation and exploitation of comparative advantage. Discussions will address amongst others: a) Which aspects of regional trade integration are most critical in terms of their influence on labor market outcomes?; b) What has been the experience with respect to labor provisions in RTAs?; and c) In Africa, to what extent can RTAs provide opportunities for local enterprises to develop their competitive edge via opening of neighboring markets?

  DAY II
9:00 – 11:00am SENSING THE FUTURE:  CHALLENGES FACING AFRICA

Round Table: ‘What is Africa Likely to Face in Challenges in the Future?’
Africa has been hit hard from around 2007 by the food and fuel crisis, and more recently by the ripple effects of the global financial crises, and is at the same time grappling with the challenges of adapting to climate change. These challenges are further compounded by slow progress being secured in governance and social inclusion. Women and youth remain at the margin of many African societies – with limited rights and intolerable living conditions. These factors persist despite the fact that many African countries are discovering new mineral wealth. The conclusion that can be drawn from these realities is that countries need to invest in capacity that will better position them to deal with current challenges but also with what might emerge in the future. How can Africa redefine its position in the current and emerging global governance architecture as well as achieve its development aspirations?
