The ACBF, Training Programs Department
is hosting a regional training workshop
to share an innovative approach on the
Methodology of Capacity Development Needs
Assessment and Strategies Formulation
for Anglophone African countries. Dr
Gerard Byam, the World Bank Director
for Africa Region, Knowledge Services
officially opened the workshop. Participants
have been introduced to specific tools
on how to conduct Capacity Development
Needs Assessments related to PRSPs applying
the Capacity Enhancement Needs Assessment
(CENA) approach. The workshop, currently
underway in Entebbe, Uganda is running
from 11 - 13 June 2008 and has registered
62 participants, drawn from ACBF supported
projects and programs, as well as senior
officials from ministries of finance
responsible for planning and representatives
from parliaments. Officials from multilateral
and bi-lateral donor institutions resident
in Uganda are among the participants.
The CENA approach is a tool jointly launched
by the World Bank Institute and the ACBF
Training Programs Department. Specifically,
during the three-day workshop, participants
have been introduced to various techniques
on how to incorporate the approach when
strengthening Capacity for Monitoring and
Evaluation of the PRSP process. Participants
have also had an opportunity to share experiences
and carry out exercises to sharpen skills
around Data Collection, Statistical Analysis,
Data Management, Budget Management and
Donor Coordination.
Having arrived at a consensus of an operative
definition of Capacity, the workshop emphasized
the need to adopt a Systems Perspective
when conducting Capacity Development Needs
Assessment. The methodologies included
tools to undertake Stakeholder Analysis,
Organizational Capacity Needs, Environmental
Scanning and Risk Analysis.
