ACBF GRANTS US$12.0 MILLION FOR REGIONAL
AND NATIONAL CAPACITY BUILDING PROJECTS

On March 23, 2006, the African Capacity
Building Foundation signed three grants
totaling US$12.0 million in Ouagadougou,
Burkina Faso in support of one national
and two regional projects. The grant
agreements were concluded in the three
of the Foundation’s core competence
areas which include the Strengthening
of the Policy Analysis and Capacity of
National Parliaments (Projet de Renforcement
des Capacités de l’Assemblée
Nationale du Burkina Faso – PRECAN),
Public Administration and Management
(Centres Internationaux de Formation
des Acteurs Locaux (CIFAL), and Economic
Policy Analysis and Management (Nouveau
Programme de Troisième Cycle Interuniversitaire
(NPTCI).
Projet de Renforcement des Capacités
de l’Assemblée Nationale
du Burkina Faso (PRECAN), National:
The project was awarded US$ 2.0 million
over four years with a goal of improving
the effectiveness of the National Assembly
of Burkina Faso to formulate and implement
policies for poverty alleviation and
good governance.
The project will address the needs identified
in the long-term national Parliamentary
Development Strategic Plan (PDSP) 2004-2014,
which ultimately seeks to transform the
National Assembly of Burkina Faso into
an effective and proactive policy making
institution. The project will ensure
that the National Assembly is adequately
equipped with skilled human resources,
knowledge and information, systems and
procedures to carry out its oversight
function; to enact credible legislation,
and to articulate the needs and aspirations
of its constituents. In so doing, the
project will capacitate the National
Assembly of Burkina Faso in a sustained
manner, enabling it to play an effective
role in consolidating the country’s
democratization and good governance process,
and advancing the current development
reforms that take into account gender
equity and equality.

Centres Internationaux de Formation
des Acteurs Locaux (CIFAL), Regional – Burkina
Faso & South Africa: The African
Centres Internationaux de Formation des
Acteurs Locaux (CIFAL) (International
Centers for Training Local Actors) were
awarded US$2.0 million. The Centers were
established in 2003 as part of a world
network of training centers for decentralized
and local leaders and managers. The two
Centres - CIFAL-Ouagadougou (Burkina
Faso) and CIFAL-Durban (South Africa)
- were set up in cooperation with the
United Nations’ Institute for Training
and Research (UNITAR) to ensure coverage
of Francophone and Anglophone Africa.
The main goal of the CIFALs is to develop
the capacity of decentralized and local
entities through training and networking,
so as to foster decentralization and
local governance.
With a view of creating two regional
centers of excellence, each of the
CIFALs received US$ 1.0 million over
four years to build their institutional
and human capacities. The project will
train leaders and managers of decentralized
and local entities; improve the capacity
of these entities in the design, implementation,
monitoring and evaluation of development
policies, programs and projects; and,
replicate successful local governance
initiatives undertaken by similar entities
in Africa and abroad. The project will
also enhance the use of ICT by decentralized
and local entities, thereby improving
the delivery of services by the entities
to their stakeholders.

Nouveau Programme de Troisième
Cycle Interuniversitaire (NPTCI), Regional:
The grant of US$ 8.0 million will go
towards reinvigorating the Programme
de Troisième Cycle Inter-Universitaire
(PTCI), which was established in 1992
by the Conférence des Institutions,
d’Enseignement et de Recherche
Economique et de Gestion en Afrique (CIEREA).
The CIEREA is a network of Francophone
African departments of economics and
research centers. The PCTI project was
initially designed to develop graduate
training programs in economics to address
the need for qualified economists, faculty
and researchers in Francophone Africa.
Despite the achievements of the two PTCI
phases, the shortage of highly trained
economists remains acute in Francophone
Africa. Thus the NPTCI was developed
to address this need and enhance the
region’s public sector capacity
in economic analysis, research and management.
The grant will ensure the provision
of international standard training in
economics and the building of a critical
mass of qualified economists within the
Francophone Africa region. The project
is expected to promote sustainable and
adequately staffed departments of economics
within the CIEREA Space, which would,
in turn, contribute to the realization
of the Union économique et monétaire
Ouest Africaine (UEMOA) and the Communauté économique
et monétaire de l’Afrique
Centrale (CEMAC) treaties in terms of
human capacity building for development
and cooperation among African countries.
