Coordinator of the Office of the Executive Secretary

Background

The Coordinator of the Office of the Executive Secretary is responsible for ensuring that the Executive Secretary’s office is a professionally run, efficient and effective administrative hub that support the ES, and the other staff that work from that space. The Coordinator will be assisted by and will line manage, the Executive Associate

Duties and Responsibilities

Provide a professional support service to the Executive Secretary

  • Manage the Executive Secretary’s diary. This involves responding to internal (and external) requests and proactively scheduling appointments. Ensure the Executive Secretary has time to prepare for such meetings where required.
  • Full management of the Executive Secretary’s inbox bringing forward items for attention in a timely manner. This requires development of a robust pending system and the ability to take effective decisions on prioritization.
  • Handle confidential information and sensitive issues reliably.
  • Liaise with the People & Culture Unit in connection with the acquisition of visas, identity cards, and other relevant documents for the Executive Secretary in accordance with the requirements of the Foundation and the Host Government
  • Manage the flow of information between the Executive Secretary and the ACBF Management Team to ensure issues are delegated appropriately; the Executive Secretary is kept briefed during absences from the office and on their return; and that the right staff are informed of issues that the Executive Secretary would want them to be kept informed of.
  • Develop contacts and external appointments for the Executive Secretary throughout the continent and elsewhere, including government officials, donors, media, academics.
  • Develop a good understanding of the Executive Secretary’s work relationships including staff, Board, and partners and manage communication sensitively and effectively.
  • Support the Executive Secretary on travel, expense management (claims, refunds, expense returns etc).
  • Ensure that the Executive Secretary is kept well informed of and respond to key events/issues (both internal and external).
  • Attend, and where appropriate minute meetings, notes, and action points on behalf of the Executive Secretary when he is unable to participate.
  • Organize meetings for the Executive Secretary and act as a focal point for such meetings.
  • Coordinate meeting follow-up activities: communicate meeting outputs, process invoices, as required.
  • Record meeting decisions and ensure regular tracking of decisions and agreed actions; ensure that action points have been followed up by the Executive Secretary and other senior managers/ directors and are passed on to relevant direct reports for information or action as appropriate.
  • Manage the Foundation wide strategic calendar
  • Ensure that effective and efficient processes are implemented and managed for invoicing and meetings, and that ACBF standards are met.
  • Type, process and file correspondence, reports, and other materials.
  • Maintain effective filing, archiving and record keeping systems, both paper and electronic.
  • Manage information and other resources in support of effective communications and decision- making processes.
  • Assist the Executive Secretary in preparing and delivering meetings of the Executive Board and the Board of Governors ensuring that all logistical arrangements have been made timeously.
  • Support other staff by providing advice and guidance in handling organisational and administrative tasks.
  • Undertake research and/or project work as specified by the Executive Secretary.
  • Conducting documentary and website research on specific topics or organizations as required.
  • Custodian of the electronic signature of the Executive Secretary and sign outgoing correspondence including response letters, invitations letters, contracts, project letters, etc

Manage the Executive Associate

  • Oversee and line manage the Executive Associate, ensuring that all work produced in the Office of the Executive Secretary is of a consistently high standard.

Experience and qualifications

  • Bachelor’s degree in business administration, Modern Languages, Communication, or a related field from a recognized university supplemented with a Diploma in Secretarial Studies.
  • A minimum of five years’ experience in a similar position.
  • Ability to perform a broad range of assignments ensuring the effective and efficient functioning of the Office of the Executive Secretary.
  • Language Proficiency:  Fluency in English and French (preferable) – both written and oral.
Competence Requirements
  • Excellent communication skills both written and oral.
  • Exceptional interpersonal skills in order to deal tactfully with internal and external contacts at all levels.
  • Demonstrated excellence in organising, time management, prioritisation, problem solving, planning and coordinating work activities.

Background:

The overall purpose of this position is to lead and support the ACBF’s People & Culture objectives to contribute to the achievement of the organization’s purpose and deliver on strategic outcomes. Reporting to the Director, Business Services and Operations and working closely with the Management team, Head, People, and culture is required to effectively build the people and culture capability of the organization; lead and manage an effective human resources function to support the management of the employee lifecycle; and contribute to broader organizational and strategic management as the trusted advisor to the ACBF’s Management Team The position also has a key role as ambassador for organizational culture and values, ensuring they are visible, embedded and upheld.

Duties and Responsibilities

1)      Strategy and Leadership

  • Develop, execute, and regularly update the ACBF’s People and Culture strategy.
  • Contribute to the development and achievement of the ACBF’s medium and long-term strategy, ensuring effective inclusion of key people and cultural considerations.
  • Read and understand the broader business environment and provide expert and informed analysis and strategic advice to ongoing operations and expected decisions.
  • High-level analysis of key people data and trends in support of strategic priorities, advising an appropriate course of action as required. 

2)      Organizational development and culture

  • Contribute to the development of a robust culture through role modeling the ACBF values and the behaviours which drive this culture.
  • Design and lead initiatives including research and diagnostics (e.g. annual employee engagement survey and exit interviews), to maximise the engagement of all employees and build organizational commitment to the desired culture.
  • Work with the Head, Communication and Influencing on effective internal communication in support of organizational development.
  • Develop and lead on the execution of the ACBF’s Gender and Diversity strategy. 

3)      Talent management

  • Ensure a clear Employee Value Proposition in support of candidate attraction.
  • Ensure best practice, innovative methods and processes relating to the recruitment, selection, and onboarding of new staff.
  • Oversee and regularly update the development of formal induction processes and procedures.
  • Develop workforce and succession planning processes. 

4)      People development

  • Ensure integrity of the ACBF’s Job Framework and personal development pathways across all Job Families.
  • Build a culture of performance across the organization with oversight and continued development of the Performance Review & Development framework.
  • In conjunction with the Senior Leadership Team, ensure all Learning and Development is strategically linked to organizational needs and aligned to performance reviews and business planning processes.
  • Develop and update an organization wide Learning Program each year after the Performance Review process.
  • Create a management development framework to maximize leadership capability and embed a coaching culture in support of delivering on strategy outcomes.

5)      Remuneration and benefits

  • Revisit the ACBF historic pay comparators, and if required, prepare and defend an alternative set.
  • Oversee market research across all job functions.
  • Ensure market driven benchmarking and transparent annual pay review processes• Review and strengthen financial and non-financial Benefits offerings.
  • Ensure effective delivery and take up of the Employee Assistance Program.

6)      Risk and compliance

  • Ensure alignment and adherence with organizational quality assurance, governance policies, processes and standards and external legal and regulatory requirements Informed analysis of key people risks advising appropriate mitigation strategies in accordance with the overall risk management system.
  • Ensure enabling, fit-for-purpose HR policies and procedures are developed and embedded in day-to-day practice.
  • Ensure continued modern and compliant employment contract suite.
  • Ensure employee issues are dealt with in a prompt time frame so the ACBF is not exposed to potential legal risk, including assisting in investigations into grievances and complaints where required. 

7)      HR Management

Responsible for the effective operations of all normal People and Culture activities to support management of the employee lifecycle including:

  • Maintain employment records to meet compliance obligations
  • On-boarding/ off-boarding/ cross-boarding
  • Internal and external organizational reporting (i.e. Monthly, quarterly and annual reporting to Business Plan KPIs, Management Team Reporting, Board Reporting etc)
  • Assist the ManagementTeam with planning, budgets and reporting, including evaluating People & Culture results and trends.
  •  Other responsibilities as may be required. 

Desired Qualifications and Experience

  • Advanced degree, (doctorate or master) in Human Resources Management, Occupational Psychology or related management field obtained from a recognized university. 
  • 8 years’ experience in a similar position with international organizations.
  • In-depth knowledge of strategic alignment of Human Resources Management functions.
  • Excellent English Language Skills. Working knowledge of French will be an added advantage.

Procurement Specialist

Background/Job Purpose 

Reporting to the Director, Business Services and Operations, the Procurement Specialist has the overall responsibility of delivering effective procurement services to the Foundation and its projects.  This includes developing procurement strategies, identifying potential suppliers, evaluating bids and proposals, negotiating contracts, and ensuring compliance with relevant regulations and guidelines. Another key responsibility for this role is to provide technical assistance and capacity building to ACBF projects. 

Main Duties and Responsibilities: 

At Secretariat Level:

i.            Procurement Planning:

·       Collaborate with business units to develop procurement plans aligned with business objectives and timelines.

·       Conduct market research to identify potential suppliers of goods and services and assess market conditions.

·       Analyze procurement requirements and determine appropriate procurement methods and forecasting. 

ii.           Sourcing and Supplier Management:

·       Prepare and issue Request for Quotations (RFQs), Request for Proposals (RFPs), and Invitation to Bids (ITBs) to potential suppliers.

·       Evaluate bids and proposals received, ensuring compliance with technical specifications and evaluation criteria.

·       Conduct supplier evaluations and assessments to ensure supplier capacity, performance, and compliance with organizational standards.

·       Negotiate contracts and terms with suppliers to achieve favourable terms and conditions. 

iii.          Contract Management:

·       Oversee the management of contracts throughout their lifecycle, ensuring compliance with contractual obligations.

·       Monitor supplier performance and address any issues or concerns that arise.

·       Conduct periodic contract reviews and recommend modifications or improvements as necessary.

·       Coordinate with legal and finance functions to ensure contract compliance and timely payments. 

iv.          Compliance and Risk Management:

·       Develop and/or review procurement rules, procedures, and guidelines to align them with ACBF’s strategy and business model.

·       Ensure compliance with organizational procurement policies, procedures, and guidelines.

·       Conduct risk assessments and develop risk mitigation strategies.

·       Monitor and report on procurement activities, including tracking key performance indicators and providing regular updates to management. 

v.           Stakeholder Engagement:

·       Collaborate with internal stakeholders to understand their procurement needs and provide guidance and support.

·       Build and maintain relationships with suppliers, ensuring effective communication and resolving any issues that may arise.

·       Coordinate with other departments, such as finance and legal, to ensure alignment and effective collaboration.

  • ·       Provide procurement advice during grant negotiations on the conditions and procedures for recruitment of personnel and acquisition of goods and services required for projects financed by ACBF.
  • ·   Participate in the design, processing, administration, and evaluation of projects with emphasis on procurement and consultancy contract management. 

vi.          Facilitate knowledge sharing and Learning

  • ·       Organize training for Business units and projects on ACBF procurement policies and procedures.
  • ·       Coach staff in the procurement unit, establish goals and evaluate performance.
  • ·       Collate lessons learnt from supervision missions and best practices in procurement to improve the Procurement function.
  • ·       Represent the Foundation in meetings, workshops, and conferences related to procurement 

At the Project Level:

vii.         Provide procurement support to Projects 

·       Develop guidelines and procedures for project procurement activities.

·       Provide guidance and support to projects in developing their procurement plans and processes.

·       Review project procurement documentation and ensure compliance with ACBF procurement policies and procedures.

·       Monitor project procurement processes to ensure timely and efficient procurement of goods and services.

·       Provide advice and guidance to projects on contract management and payment conditions. 

viii.        Supervision, technical assistance, and capacity building

·       Conduct periodic reviews and assessments of project procurement activities to identify areas for improvement.

·       Organize training and workshops for projects on procurement policies, procedures, and best practices.

·       Provide technical assistance and guidance to projects to develop their procurement capacity.

·       Foster knowledge sharing and learning among projects by facilitating networking and collaboration opportunities.

·       Through supervision missions, monitor and evaluate sub-grantee procurement performance, including establishing performance indicators and benchmarks for project procurement activities.

·       Provide feedback and recommendations to sub-grantees for improving their procurement processes and practices.

·       Prepare reports on sub-grantees procurement performance for management review and decision-making.

 

Desired Qualifications, Competencies, and Experience

·       Master’s degree in Business Administration, Purchasing and Supply Chain Management, Finance, Economics, Development Studies or related field, and a professional Procurement certification such as CIPS, CPSM, CPPB, or other recognized certifications.

·       A minimum of six (6) years of progressive experience in a developmental organization is desirable. Experience in procurement for projects would be an advantage.

·       Ability to draft clear concise procurement documentation and reports.

·       Excellent knowledge of English Language.  Working knowledge of French would be an added advantage.

Background/Job Purpose

Reporting to the Director, Programs and Impact, the Business Development Manager will be responsible for assisting the Executive Secretary and the Director, Programs and Impact, with resource mobilization, and growing ACBF business through creating, maintaining, and facilitating effective partnerships between ACBF and its collaborating and financing partners, including national governments, non-governmental organizations, bilateral and multilateral institutions, and Foundations to secure resources for ACBF programs.  S/he will be responsible for promoting the Foundation and its achievements and be the liaison between ACBF program teams and funding and implementing partners in coordinating proposal development, partner solicitation, and reporting on results.

Main Duties and Responsibilities:

·       New business development: Actively identifies, qualifies, and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting ACBF’s programs to grow income for the Foundation through multi-country funding opportunities and scoping new partnerships.

·       Resource mobilization strategies: Leads the design and implementation of resource mobilization strategies intended to strengthen income and partnerships to deliver the Foundation’s strategy. Responsible for ensuring that the Foundation’s programs are adequately resourced. Monitors the funding pipeline and leads on income planning and forecasting.

·       Strategic donor engagement: Responsible for managing and building ACBF’s relationships with institutional donor representatives. Proactively engages on a strategic basis with institutional donors to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding.

·       Coordination: Co-ordinates to strengthen business development activities within the organization. Links with colleagues (primarily the Executive Secretary, Strategic Advisor, and Director, Programs and Impact) to access intelligence, opportunities, and skills. Brokering and streamlining assistance from technical advisers. Supports staff within the organization to adhere to funding policies and guidelines.

·       Management: Provide line management for any funding  ensuring a consistent standard of excellence in resource mobilization from one country to another. Advises ACBF teams on recruitment, risk identification, skills training, and capacity building.

·       Promote and ensure uptake of ACBF Academy and Institutional Accelerator, as well as knowledge services by partners/clients, including governments, civil society, and Pan-African organizations as well as international development partners and the private sector.

·       Collaborate with the Board Secretariat to follow up on member states annual fees and pledges and increase the rate of payment.

 External

·       Representing the Foundation in diverse communities, including speaking engagements, attending conferences, and participating in other key internal and external meetings. 

·       Network building and connecting grantees, partners, and other stakeholders.

·       Build the influence and leverage of ACBF work to achieve greater impact. This includes facilitating and managing partnerships/relationships with other capacity-building actors, donors, and other actors to advance the strategy.

·       Manage relationships and coordinate engagement with Ministries, and other stakeholders, expected results, and milestones.

 Partnership Development

·       Build, prioritize and manage a pipeline of prospective partners.

·       Actively source new partners for the Foundation and manage a portfolio of existing relationships. 

·       Help shape the broader strategy for engaging partners at scale as effort matures.

·       Manage relationships and coordinate engagement with key partners, and the role of each partner’s expected results, and milestones.

·       Develop and sustain effective partnerships and networks for the delivery of an impactful program ensuring the delivery of ACBF’s value add.

 

Desired Qualifications, Competencies and Experience

·       The minimum requirement is a university degree or equivalent in Business Administration, Law, Economics, International Development, or other relevant experience.

·       Demonstrated experience and success in engaging with bilateral and multilateral donors.

·       Demonstrated ability to devise and implement resource mobilization strategies.

·       Proven ability to identify new business opportunities and partnerships.

·       Experience working with technical teams to develop program proposals that are funded by donors.

Background/Job Purpose 

Reporting to the Executive Secretary, the Senior Manager, Communications will be required to provide communication support to all Departments of the Foundation with a view to articulate effectively and communicate and position the Foundation as a key player in capacity development in the most effective and timely manner. 

The Senior Manager, Communications will provide strategic media, communication, and social media advice to senior-level staff at the ACBF in the development of plans, matters of brand risk, crisis communication and to maximise communications impact. This role will profile ACBF’s work at different media and in wider communications to support ACBF’s public engagement including fundraising and influencing goals. 

To encourage the innovative culture, this role will strengthen innovative communications models and channels, including the use of both traditional and new, emerging methods, to engage in more impactful ways with and within a range of constituencies. 

The ideal candidate for this role thrives working within a team structure, sharing information and insights, and engaging in ongoing intellectual exchange. The incumbent must be comfortable building bridges between academia, non-profit, government, and private corporate sectors. He/she should have experience in designing, planning, and implementing media and communication products, and in managing people and processes. 

Main Duties and Responsibilities: 

  • Develop a strategic communication plan with goals that align communication goals with overall business objectives, that secures high-impact media to help raise ACBF’s profile on core issues and raise funds.
  • Work with colleagues in ACBF to deliver high impact stories for use in Africa and global markets for traditional and social media, to showcase ACBF’s work or highlight key influencing issues by generating compelling stories for use in media, social media, and wider communications including in support of fundraising and influencing objectives.
  • Attend or participate in Management, Executive and Board Meetings in order to detect opportunities or advise on potential issues before they arise.
  • Provide strategic advice to ACBF to ensure projects are media-friendly and have the communications products needed to amplify messages.
  • Oversee media monitoring initiatives which helps to develop the organisation’s reputation further by keeping track of how the ACBF is being portrayed in the media, and by whom, and advise the leadership on key messaging and advance thought leadership.
  • Support The Executive Secretary in managing media crises and emergencies, and by advising on internal and external communication issues and opportunities, including media representation, media monitoring, preparation of briefing notes and speeches to be delivered by the Executive Secretary
  • Respond to the news agenda in Africa and globally. to identify opportunities to profile ACBF objectives and identify risk.
  • Conceptualize, plan and implement the Foundation’s internal and external communications and communication policies to enhance the Foundation’s visibility, brand and identity.
  • Evaluate the impact of media projects and provide regular reporting for decision making.
  • Oversee the drafting, production and dissemination of information materials, multimedia products such as photo galleries, videos and audio materials.
  • Maintain editorial oversight and quality control of all communication outputs, including online content, press releases, newsletters, and media kits, success stories ensuring that the Foundation’s goals, key messages and objectives are clearly articulated.
  • Provide communication support to high level events organized by ACBF or to which the Foundation participates to ensure all the target audiences are reached.
  • Formulate and manage social media platforms with particular consideration to increasing engagement and visibility with stakeholders.
  • Undertake activities to strategically position the organization by identifying and creating opportunities to raise the visibility of ACBF through planned media strategies, press conferences, interviews and other special speaking opportunities and events.
  •  Work closely with Heads of Units and Managers on identifying success stories in all areas and publishing them accordingly to enhance ACBF’s external visibility. 
  • Supervise the maintenance of an updated events calendar.
  • Identify effective and innovative channels of information dissemination on the Foundation’s work and successes for an appropriate audiences.
  • Identify opportune events, networks, contacts that provide the Foundation the platform to participate in and contribute to key capacity development issues and communication. 

People and Resource Management

  • Manage the Communications Officer and any interns assigned to the Communications team according to ACBF’s leadership and feminist principles.
  • Identify communication development needs for staff in other departments, plan and organize trainings accordingly.
  • Chair or participate at regular meetings with program and influencing team, to align and update on key communication/media issues. 

Desired Qualifications, Competencies and Experience

·       Advanced university degree in Communication, Marketing, Public Relations, Journalism, or related field.

·    A minimum of ten (10) years of experience at multinational or international level in communications and with an established track record and portfolio in communications, branding web management and social media skills.

The African Capacity Building Foundation (ACBF) has recently developed a new strategic plan: Transformative Capacities for a Sustainable & Inclusive Growth in Africa 2023-2027 that focuses on four thematic program pillars: Economic and Social Governance, Climate Change and Energy for Productive Use, Trade as an engine of economic development, and Agribusiness and Food Sovereignty. In addition, the new Strategic Plan has identified four key cross cutting issues: women and youth, digitalization, and data talent.

The Head of Special Programs will oversee a portfolio of projects that fall outside of the key impact areas of the new strategic plan and are governed by agreements that ACBF has with their respective partners or are meant to explore new areas for innovation. These programs are part of ACBF’s commitment to the continual development of human capital and strengthening institutions in Africa. The Head of Special Programs will report to the Director, Programs & Impact.

The role of Head,  Economic Governance Program is a new role in the African Capacity Building Foundation (ACBF) and comes about as a result of the ACBF’s new Strategic Plan 2023-2027: Transformative Capacities for a Sustainable & Inclusive Growth in Africa. Background/Job Purpose

The role of Head, Trade Program is a new one in the African Capacity Building Foundation (ACBF) and comes about as a result of the ACBF’s new Strategic Plan 2023-2027: Transformative Capacities for a Sustainable & Inclusive Growth in Africa. Trade is one of four new thematic pillars that will guide the work of the Foundation over the next 5 years. Within this pillar, the Foundation will focus on the effective implementation of regional and continental trade agreements, and raising the awareness of the private sector, and especially MSMEs of the business opportunities offered  by trade agreements. In addition, the new Strategic Plan has identified four key cross cutting issues: women and youth, digitalization, and data talent.

The Head, Trade Program will oversee the design and development of new initiatives focusing on promoting implementation of trade agreements and access to business opportunities offered by the trade agreements, improving the implementation and monitoring of the impact of these programs, and managing the program team. Working with the ACBF Business Development team, they will also be responsible for securing partnerships for growing the program. The Head, Trade Program will report to the Director, Programs and Impact.

The ideal candidate for this role thrives working within a team structure, sharing information and insights, and engaging in ongoing intellectual exchange. The incumbent must be comfortable building bridges between academia, non-profit, government, and private corporate sectors. He/she should have experience in designing, planning, and implementing cross-country programs and projects, and in managing people and processes.

 

Main Duties and Responsibilities:

·   Establish and maintain functional and empowering relationships with relevant partners, policymakers, government officials, and other interest groups who can either be targets or alliance partners of ACBF’s influencing work

·       Contribute to knowledge production and maximise use of the knowledge networks to share strategic thinking and learning more widely to ensure that programming builds on learning and is evidence based, innovative and agile to respond to opportunities for change

·       Map issues, trends, narratives and stay abreast with development and discourses on trade, including on the African Continental Free Trade Area (AfCTA) and Regional Economic Communities (RECs), with specific reference to ACBF’s area of work

·       Provide strategic leadership and management of ACBF’s Trade program, while contributing to other program areas

·       Working within and across the ACBF Programs and Impact team, ensuring tactical and effective engagement from program staff within designated thematic area

·       Work collaboratively with other team members to develop, define, and implement program strategies to achieve significant and scalable impact across Africa

·       Strong understanding of market-based solutions, ideally with experience engaging with investors/donor communities

Background/Job Purpose

The African Capacity Building Foundation (ACBF) has recently developed a new strategic plan: Transformative Capacities for a Sustainable & Inclusive Growth in Africa 2023-2027 that focuses on four thematic program pillars: Economic and Social Governance, Climate Change and Energy for Productive Use, Trade as an engine of economic development, and Agribusiness and Food Sovereignty. In addition, the new Strategic Plan has identified four key cross cutting issues: women and youth, digitalization, and data talent.

The Head, Program Quality and Innovation will be responsible for developing a monitoring mechanism that tracks, generates, and assesses timely and reliable information to ensure evidence-based program management. S/he will be responsible for the implementation of the Strategy Results Measurement Framework (SRMF) that will support the result-based Monitoring, Evaluation and Learning (MEL) of the Strategic Plan. The Head, Program Quality & Innovation will provide leadership, coordination, strategic support and/or mutual learning on program design, planning, monitoring, evaluation, and learning. The Head, Program Quality & Innovation will report to the Director, Programs & Impact.

The ideal candidate for this role thrives working within a team structure, sharing information and insights, and engaging in ongoing intellectual exchange. The incumbent must be comfortable building bridges between academia, non-profit, government, and private corporate sectors. He/she should have experience in designing, planning, and implementing program quality systems, and in managing people and processes.

 Main Duties and Responsibilities:

·    Establish and maintain functional and empowering relationships with partners, policymakers, government officials, and other interest groups who can either be targets or alliance partners of ACBF’s influencing work

·       Contribute to knowledge production and maximise use of the knowledge networks to share strategic thinking and learning more widely to ensure that programming builds on learning and is evidence based, innovative and agile to respond to opportunities for change

·    Map issues, trends, narratives and stay abreast with development and discourses on program quality and innovation with specific reference to ACBF’s area of work

·       Provide strategic leadership and management of ACBF’s Program Quality and Innovation portfolio,

·       Working within and across the ACBF Programs and Impact team, ensuring tactical and effective engagement from program staff within designated thematic area

·       Accompany and support the transformation of program quality practices in ACBF in line with its strategic ambition and quality standards, policies, and processes. The position will provide mentorship, guidance, coordination and direct support on relevant program quality and innovation topics fostering linkages with innovative approaches at scale

·    Work collaboratively with other team members to develop, define, and implement program strategies to achieve significant and scalable impact across Africa

·     Coordinate the overall budget management, work planning, administrative requirements, monitoring, and reporting of activities throughout the program cycle, in line with the set-out program work plan and partner requirements.

·        Ensure that all program expenditures are in line with the approved budget and properly accounted for.

·    Produce monthly, quarterly, and annual program progress reports to ensure smooth implementation of activities and timely submission of reports to ACBF Management team and partners

·    Working closely with the Business Development team, contribute to the development of quality funding proposals

·     People management: Attract, motivate, retain, and develop Program Quality team members, creating a positive work environment

·    Manage and provide the required guidance and support to the program team to deliver the program’s expected results, using the results framework, and work plans including the design of training programs and an outline of learning outcomes.

·   Design and supervise implementation of team processes and tools that support external engagement (e.g., CRM) 

·      Implement a knowledge and learning approach for innovation including design learning questions, co-creation of knowledge, development of knowledge products and use of knowledge by internal and external audience. This will include both how ACBF innovates in Africa and the innovative solutions developed

·       Representing the Foundation in diverse communities, including speaking engagements, attending conferences and participating in other key internal and external meetings 

·       Network building and connecting grantees, partners, and other stakeholders.

·   Build the influence and leverage of ACBF work to achieve greater impact. This includes facilitating and managing partnerships/relationships with other capacity building actors, donors, and other actors to advance the strategy.

Desired Qualifications, Competencies and Experience

·       Master’s degree or higher in an appropriate field with a minimum of 10 years professional experience in an appropriate area linked to program quality and innovation in development, with significant experience in program design and implementation gained at a relevant organisation/institution, with experience of employing market-based solutions to address complex social and development challenges.

·       Leadership and management experience in leading the delivery of complex operations and program strategy with a multi-disciplinary team, working with multiple external stakeholders, across locations and time zones.

·       Strong understanding of market-based solutions, ideally with experience engaging with investors/donor communities

·       Deep understanding of political, economic, and social trends in Africa, with an ability to work across different sectors in the continent.

Background

The African Capacity Building Foundation is searching for an entrepreneurial and ambitious results-focused Program and Impact Director to support the development and management of Foundation Initiatives.  Reporting directly to the Executive Secretary, you will have the opportunity to work together with partners, to catalyze and scale transformative innovations creating varied partnerships to span sectors and geographies. This position will provide management and leadership oversight for the entire Program and Impact team as it moves into an exciting period of implementing the Foundation’s new strategy.

Duties and responsibilities include, but are not limited to:

 1.            Leadership and Management 

·        Under the direction of the Executive Secretary, translate the foundation’s strategic plan into actionable programs and initiatives that drive impact and relevance across the continent.

·        Lead and oversee the design and implementation of the different impact area programs, such as Climate Change, Agribusiness and Food sovereignty, Trade, and Economic Governance.

·        Design and implement the supporting frameworks, processes, and tools for strategic and results-based management of program initiatives (e.g., lifecycle and portfolio management)

The Role 

The African Capacity Building Foundation (ACBF) has supported tobacco control interventions in Africa since 2014. ACBF ‘s support focuses on research and academic institutions and  Civil Society Organizations (CSOs) involved in tobacco control (TC) through grant-making and capacity development services.  The Tobacco Control Expert coordinates collaboration work with other Tobacco Control partners and enhances the technical capabilities of Tobacco Control organizations and CSOs for effective TC advocacy for policy change and implementation in Africa. 

Working closely with other staff on the Tobacco Control project, the Tobacco Control Expert will perform the following tasks, among other duties:

Key Responsibilities

1.      Technical support 

 i.          Contribute to project implementation for effective delivery of program activities.

ii.          Develop effective tobacco control resources, interventions, tools, and guidelines to the African/country context.

iii.           Conduct training and provide other capacity development activities to sub-grantees and other partners upon request.

iv.          Support sub-grantees to develop and maintain a pool of tobacco control partners, networks, and institutions in their countries.

v.          Lead the development of project proposals for the scaling of TC interventions.

2.    Knowledge and advocacy support

 i.          Lead the development and strengthening of the Foundation’s knowledge generation, sharing, and utilization process in Tobacco Control activities.

ii.          Ensure up-to-date, evidence-based information on tobacco control interventions and policies are integrated into ACBF and TC grantees’ work.

iii.           Develop and propose strategies to scale up Tobacco Control efforts in African countries.

iv.          Conduct, disseminate, and publish sound research position papers on TC in the African context.

v.          Identify, document, and share best practices on tobacco control programs from organizations and CSOs worldwide.

vi.          Represent ACBF at the Conference of Parties (COP and Meetings of Parties (MOP) and play an advocacy role and promote TC activities in meetings, conferences, and other fora.

vii.           Promote TC activities using information media and website and lead the production of a monthly Bulletin on key TC activities.

viii.          Contribute to the design and delivery of TC knowledge-related activities, including training sessions, with ACBF partners.

3.      Inputs to ACBF corporate activities 

 i.          Update ACBF Management on key international events on Tobacco Control and any new developments.

ii.          Ensure that the tobacco control page of the ACBF website is updated.

iii.           Participate in the preparation and implementation of the Capacity Needs Assessment and Capacity Profiling exercise.

iv.          Participate in the appraisal of project proposals for relevance to the tobacco control agenda and ensure compliance with ACBF’s standards and operational guidelines.

v.          Support the maintenance of an up-to-date database on projects and prepare briefs on Tobacco Control Projects.

vi.           Provide inputs into the monthly, quarterly, biannual, and annual activity reports, interim financial, audit reports, and end-of-project reports.

vii.           Provide inputs and participate in the Coordinating meeting with Bill and Melinda Gates Foundation and other partners.

viii.          Contribute to the annual report to the Bill and Melinda Gates Foundation and to the ACBF annual report.

ix.          Any other duties as assigned by the Supervisor.

Required qualifications and experience

Selection will be competitive based on the following candidate profile:

·        Master’s degree in Public Health, Law, Economics, Public or Business Administration, International Development, or a related field from a recognized institution.

·        Six (6) years’ experience in Tobacco Control research, advocacy, training, and working with civil society organizations.

·        Proven track record of designing and implementing projects or initiatives that have achieved advocacy and policy change.

·        Ability to work independently with little supervision, taking personal ownership and accountability to meet deadlines and achieve agreed results.

·      English and French are the working languages of ACBF. For this position, fluency in oral and written English and French languages is required.

Background 

The African Capacity Building Foundation (ACBF) is undertaking a program that seeks to strengthen the capacities of Bio-Medical and Development institutions, including those involved in vaccine development in the fight against the COVID-19 pandemic, to enable them to effectively deliver on their mandate and achieve tangible results. The program will provide support to institutions, including those that are (i) working in drug discovery, (ii) working on vaccine discovery or development, or are intending to build such capacity and/or (iii) start-up institutions aspiring to provide scientific/technical guidance to scientists and logistics coordination to science project managers. The primary outcome expected from the Program is to have mature and well-run institutions fostering sustainable progress in their communities. 

ACBF seeks the services of a Program Coordinator to manage all aspects of the program.  Operating under the overall guidance of the Executive Secretary of ACBF, the Program Coordinator will report to the Director of Programs, and will be responsible for managing the Secretariat of this Program, including coordinating program activities; supervising staff; and coordinating the monitoring and reporting of the program.  A key responsibility of the Program Coordinator will be to identify, vet, select and manage Best-in-Class expertise that would provide services for capacity needs assessment and the implementation of the Customized Capacity Improvement Plans to strengthen the institutional capacity of supported institutions. 

Duties and Responsibilities 

1.   Lead ACBF’s capacity development interventions in supported institutions and coordinate engagement with key institutional and other stakeholders and provide guidance during launch of the programs, on expected results and on the role of each partner and stakeholder. 

2.   Coordinate, the overall budget management, work planning, administrative requirements, monitoring and reporting of activities throughout the program cycle, in line with set out program work plan and partner requirements. 

3. Proactively identify constraints and obstacles to the implementation of the program in liaison with the program team and report on issues to Management to ensure that effective mitigation measures are undertaken. 

4. Develop partnerships to ensure the participation and involvement of relevant stakeholders in program activities for an inclusive, participatory, and transparent program delivery. 

5. Coordinate the identification and hiring of Best-in-Class program consultants and experts to complement ACBF’s internal capacity for conducting work on specific activities of the program and for ensuring proper delivery of technical services and submission of technical and other reports. 

6. Provide leadership to the program team in drafting the necessary technical documents concerning program design, implementation, and monitoring, such as policy papers, results frameworks, work plans and other documentation. 

7. Compile all the necessary information and program data, and produce monthly, quarterly, and annual program progress reports to ensure smooth implementation of activities and timely submission of reports to ACBF Management team and partners.  

8. Ensure that all activity expenditures are in line with approved budget and are charged to the correct and approved budget lines. 

9. Maintain program records and ensure they are complete, up-to-date and in line with the program requirements. 

10. Provide support to the monitoring, evaluation and reporting of program results in line with the program results framework, with focus on key performance indicators and reporting requirements and mechanisms.

Required Qualifications, Experience and Competencies

Background 

The African Capacity Building Foundation (ACBF) is implementing a program that seeks to improve the performance of organizations working on climate adaptation for a sustainable climate adaptation ecosystem on the continent.  The overall expected outcome of the program is to have a strong group of Africa-based and African-led organizations capable of shaping Africa's response to climate change through effective policy dialogue, advocacy and use of common voice for awareness-raising and policy influence. 

ACBF seeks the services of a Program Coordinator to manage all aspects of the program.  Operating under the overall guidance of the Executive Secretary of ACBF, the Program Coordinator will report to the Director of Programs and will be responsible for coordinating the implementation of program activities and serve as the coordinator of the secretariat of the program, ensuring that the set objectives are achieved.  S/he will maintain regular cooperation with all supported organizations and program partners.  The Program Coordinator will work with other departments in ACBF to identify, vet, select and manage top-rated external expertise to complement ACBF’s internal capacity as and when required, and especially for the capacity needs assessment and the implementation of Customized Capacity Improvement Plans to strengthen the institutional capacity of the supported organizations. 

Duties and Responsibilities 

1. Lead ACBF’s capacity development interventions in supported organizations in enhancing Africa’s leadership, voice and representation in climate adaptation. 

2. Coordinate engagement with key institutions and other stakeholders and provide guidance during launch of proposed projects, on expected results and on the role of each partner and stakeholder. 

3. Coordinate the overall budget management, work planning, administrative requirements, monitoring and reporting activities throughout the project cycle, in line with set out program work plan and partner requirements. 

4. Proactively identify constraints and obstacles to the implementation of the program for each supported organization in liaison with the program team, report on issues to Management, to ensure that effective decisions are taken and ensure adherence to plans and implementation schedules. 

5. Develop partnerships to ensure the participation and involvement of all relevant stakeholders in program activities and foster inclusive, participatory, and transparent program delivery. 

6. Coordinate the identification and hiring of top-rated program consultants and experts to complement ACBF’s internal capacity for conducting work on specific activities and objectives of the program and for ensuring proper delivery of technical services and submission of technical and other reports. 

7. Provide leadership to the program team in drafting the necessary technical and other documents concerning project design, implementation and monitoring and evaluation, such as work plans, results frameworks, reports, briefs, policy papers, lessons notes and other documentation. 

8. Compile all the necessary information and program data and produce monthly, quarterly, and annual program progress reports and evaluations to ensure smooth implementation of program activities and timely submission of the reports to management and partners.  

9. Ensure that all activity expenditures are in line with approved budget and are charged to the correct and approved budget lines. 

10. Maintain program records and ensure they are complete, up-to-date and in line with the program requirements. 

11. Provide support to monitoring, evaluation and reporting of program results with focus on key performance indicators and reporting requirements and mechanisms 

12. Establish learning opportunities and platforms for supported organizations, peer to peer knowledge exchange and networking opportunities to strengthen the supported organizations’ research capacities and ability to respond to emerging climate adaptation opportunities and demands. 

13. Perform any other duties assigned by the Executive Secretary. 

Required Qualifications, Experience and Competencies 

Selection will be competitive based on the following candidate profile: 

  • Advanced degree in a field related to the management of international development programs such as Economics, Public or Business Administration, Development Studies, or any relevant discipline from a recognized institution.
  • Minimum of 10 years of progressive experience in institutional capacity development and program management, design and implementation of projects/programs, monitoring and evaluation, and reporting to development partners. 
  • Strong research background and ability to glean relevant information and key recommendations from various documents, policy documents to produce quality technical reports and quality knowledge products.
  • Excellent communication and presentation skills, both oral and written and proven ability to prepare reports clearly and concisely, to present, discuss and defend issues, findings and recommendations
  • English and French are the working languages of the Secretariat. For the position, fluency in oral and written English is required. Good working knowledge of French is an added advantage.
  • Ability to effectively use software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint, and Outlook. Experience with project management in ERP systems would be an asset.
  • Professional experience in climate adaptation planning and processes, and a good understanding of climate change agreements is highly desirable.
  • Experience in the implementation of internationally funded projects will be a distinct advantage.

Climate Adaptation Expert

Background 

The African Capacity Building Foundation (ACBF) is implementing a program that seeks to improve the performance of organizations working on climate adaptation for a sustainable climate adaptation ecosystem on the continent.  The overall expected outcome of the program is to have a strong group of Africa-based and African-led organizations capable of shaping Africa's response to climate change through effective policy dialogue, advocacy and use of a common voice for awareness-raising and policy influence. 

ACBF seeks to recruit a Climate Adaptation Expert to provide technical guidance and support to the Program. Operating under the overall guidance of the Director of Programs and the direct supervision of the Program Coordinator, the Climate Adaptation Expert (CAE) will be primarily responsible for providing high quality technical, policy, programming, and implementation support, as well as for providing knowledge and capacity development services to ACBF and supported organizations. The CAE will also spur innovation, strategic leadership, dialogue and advocacy. S/he will support all stages of the program, which include the selection of organizations to be supported, capacity needs assessment, implementation of capacity improvement plans, monitoring of program activities, and knowledge generation and sharing. The CAE will also contribute to the building of the capacity of the supported organizations and developing and maintaining active climate adaptation knowledge and information networks in Sub-Saharan Africa.  S/he will actively participate in entrenching a culture of learning and quality improvement within the program and assist with monitoring and evaluation of program performance. 

Duties and Responsibilities 

1Provide Technical Guidance 

  1. Coordinate an in-depth scoping of the climate change ecosystem, covering Sub-SaharanAfrica. 
  1. Coordinate a situation analysis of the climate change and adaptation ecosystem of Africa, exploring the situation, challenges, gaps and opportunities, to identify current gaps and inform the level of adaptation interventions required. 
  1. Coordinate the review and analysis of the existing African and global climate change/adaptation frameworks/agendas, research and development, innovation, policy/advocacy, paying attention to the milestones made to date in driving the climate adaptation agenda for Africa with a view to strengthening leadership and representation capacity. 
  1. Provide guidance for the mapping and profiling of climate change/adaptation actors and their roles(i.e., donors, governments, international NGOs, private sector organizations and CSOs) in Africa. 
  1. Lead ACBF’s effort in exploring the opportunities and challenges of global phenomena such as digital transformation and the COVID-19 pandemic on the service delivery of the organizations in the climate change/adaptation ecosystem. 
  1. Support the identification and recruitment of top-rated program consultants and experts to complement ACBF’s internal capacity for conducting work on specific activities and objectives of the program and for ensuring proper delivery of technical services and submission of technical and other reports. 
  1. Contribute to enhancing gender mainstreaming in climate adaptation interventions and policy formulation processes. 
  1. Provide input in the development of a monitoring and evaluation framework to enable organizations to regularly track and report on their progress on the implementation of climate adaptation commitments. 

2.   Support the Capacity Needs Assessment (CNA) of supported organizations and the development of Capacity Improvement Plans (CIPs) 

i. Support the coordination of the Capacity Needs Assessment (CNA) for each supported organization to uncover its organizational and skills gaps to enhance the organization’s performance in climate adaptation. For each supported organization, the CNA process will involve the following: 

  • Conducting a general analysis to understand the mandate of the organization including its clients and stakeholders with a view to increasing adaptive capacity and decrease vulnerability.
  • Reviewing the organizational performance in terms of efficiency, effectiveness, relevance, sustainability, and gender responsiveness.
  • Identifying and assessing key operational processes within the organization.
  • Identifying and prioritizing the identified capacity gaps.
  • Developing a customized Capacity Improvement Plan, including a change management plan, and the related budget. 

ii. Support the coordination and supervision of the development and implementation of customized performance improvement plans to address prioritized capacity challenges and gaps and evaluation of the program outcomes. 

3. Support Strategic Partnerships and Knowledge Management 

1. Coordinate the development of policy briefs using findings from the CNAs to inform policy formulation and facilitate the dissemination of the policy briefs. 

2. Integrate and promote knowledge sharing throughout the entire program using information from CNAs and CIP outcomes to facilitate exchange of results generated, success stories and lessons learned. 

3. Establish and coordinate network of all the supported organizations, linking them with peer organizations, climate change/adaptation forums and networks and securing opportunities for their participation in climate adaptation capacity building events. 

4. Coordinate the production of knowledge products as informed by the findings of any research and scoping exercises emanating from this program to inform future programs and/or advancements in climate adaptation from which other organizations can learn.

5. Develop a process and mechanism to ensure sustainability of climate adaptation related training programs by designing accessible climate adaptation training materials.

6. Organize peer-to-peer workshops for the supported organizations to facilitate knowledge exchange and learning and integrate the key lessons and recommendations from such exchanges.

7. Support the flow of information on the strategic initiatives, trends and international climate negotiations to supported organizations.

8. Establish and maintain contacts with other relevant programs in Sub-Saharan Africa, encouraging exchange on good practices. 

4. Perform any other duties assigned by the supervisor. 

Required Qualifications, Experience and Competencies 

Selection will be competitive based on the following candidate profile: 

  • Advanced university degree in Ecology, Climate Science, Eco-Hydrology, Environmental Science, natural resource economics or a related discipline from a recognized university.
  • Minimum of 8 years of relevant progressive professional experience in climate adaptation planning and processes, and ecosystem-based adaptation issues.
  • Strong research background and ability to glean relevant information, key recommendations from various documents, and policy documents to produce quality technical reports and quality knowledge management products.
  • A good understanding of climate change agreements with demonstrated ability to facilitate policy dialogue with officials at the highest levels of government, civil society, international organizations, and the private sector.
  • Excellent communication and presentation skills, both oral and written, proven ability to prepare reports clearly and concisely, present, discuss and defend issues, findings, and recommendations
  • Proven experience in the design and implementation of organizational capacity development interventions, and experience in project management will be an added advantage.

Bio-Medical Expert

Background 

The African Capacity Building Foundation (ACBF) is undertaking a program that seeks to strengthen the capacities of Bio-Medical and Development institutions, including those involved in vaccine development in the fight against the COVID-19 pandemic, to enable them to effectively deliver on their mandate and achieve tangible results. The program will provide support to institutions that are (i) working in drug discovery, (ii) working on vaccine discovery or development, or are intending to build such capacity and/or (iii) start-up institutions aspiring to provide scientific/technical guidance to scientists and logistics coordination to science project managers. The primary outcome expected from the Program is to have mature and well-run institutions fostering sustainable progress in their communities. 

ACBF seeks the services of a Bio-Medical Expert to provide technical guidance and support in the implementation of this program.  Operating under the overall guidance of the Director of Programs and the direct supervision of the Program Coordinator, the Bio-Medical Expert will support the Program Secretariat in identifying key institutional challenges applicable to scientific and research and development institutions that are supported by the Program.  S/he will also contribute to advising the Program Secretariat on the technical aspects of institutional capacity development process, identifying innovations, and providing a strong support to the selection of top-rated service providers for the implementation of the Customized Capacity Improvement interventions. S/he will also provide technical oversight in program monitoring and evaluation as well as establishing quality assurance measures, to ensure that the program achieves its expected results.  

Duties and Responsibilities 

1. Contribute to engagement with key institutions and other stakeholders and support the discussions on proposed projects, their expected results and the role of each partner and stakeholder. 

2. Provide technical oversight in the Capacity Needs Assessment (CNA) of the supported institutions to identify the key capacity gaps that exist. 

3. Support the coordination of the preparation and presentation of the CNA findings, the validation process and provide technical input in the preparation of the customized Capacity Improvement Plan (CIP). 

4. Contribute to building capacity for process and systems improvement in the bio-medical processes, such as development of vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies and existing and newly evolving pathogens, including in the following areas: 

  • Implementation of vaccine/drug manufacturing and quality systems in collaboration with quality, supply chain and information technology staff. These systems include the Quality Management System and systems required for material control and supply planning.
  • Raw materials and components (RMC) drug product management. This includes writing or contributing to technical assessments in support of RMC deviation management, change control, comparability assessments, and regulatory submissions.
  • Life cycle support and continuous improvement of vaccine manufacturing and quality systems. 

5. Establish partnerships and networking opportunities for the supported institutions with other international agencies or research institutions and renowned Bio-Medical experts in the development of drugs and vaccines and other emerging bio-medical research and development areas, to position the institutions’ technical area of work and learning opportunities. 

6. Propose innovative strategies including the adoption of new technologies for improving bio-medical research capacity of supported institutions and propose a skills training/development plan. 

7. Provide support to the monitoring and evaluation and reporting on program results in line with the program results framework, with focus on key performance indicators and reporting requirements and mechanisms to optimize performance of program deliverables. 

8. Coordinate or support the establishment of learning opportunities and platforms for the supported institutions, including training, peer-to-peer knowledge exchange, and networking opportunities to strengthen the institutions’ research capacities and ability to respond to emerging health emergencies and demands. 

9. Perform any other duties assigned by the supervisor. 

Required Qualifications, Experience and Competencies 

Selection will be on a competitive basis based on the following candidate profile: 

  • An advanced level university degree in epidemiology, virology, bio-medical and medical science, and other areas related to the functions of the position.
  • A minimum of 8 years of progressive professional experience at international levels in leading projects in bio-medical research and development programs, development of drugs and vaccines, including experience in respiratory viruses and influenza.
  • Experience working with international agencies in the bio-medical field would be an added advantage.
  • Knowledge of current trends, and practices in public health, drug, and vaccine development.
