The Mano River Union (MRU) was established in October in 1973 to promote the free movement of goods and people between Liberia and Sierra Leone. Guinea joined in 1980. The MRU comprises a Council of Ministers, a Technical Committee and a Secretariat. In Liberia and Sierra Leone, the consequences of civil war disrupted all development initiatives and eroded and the human and institutional capital of the states.

The overall goal of the project was to strengthen capacity for effective development planning and implementation, particularly within the context of post-conflict recovery. The project had the following main objectives:

  • Providing high level training to senior civil servants and policy makers;
  • Equipping senior civil servants with operational, management and leadership skills needed to promote and lead change; and
  • Supporting the development of local training capacity and development of comprehensive training delivery strategies.
