The establishment of the Nigerian National Secretariat for Capacity Building was to create coherence and efficiency in capacity building efforts as well as to ensure ownership and sustainability of capacity-building activities in Nigeria.

The Nigerian National Secretariat for Capacity Building (NNCB) was approved for a grant of US$50,000 in July 2003. The project had the following objectives : (i) To support the strengthening of the existing Nigerian National Secretariat for Capacity Building (NNCB) within the Federal Ministry of Finance, which would become the coordinating agency of capacity building activities in Nigeria; (ii)To facilitate the involvement of all stakeholders in the determination of national capacity building priorities; and (iii) To ensure sustainable capacity in determination of the country’s capacity building needs and assessments.
