CAPES, was developed and appraised as predecessor to a Country level Knowledge Network (CLKNET) for which the Government of Burkina requested the Foundation to take the lead in collaboration with other donors. The first phase of CAPES began in August 2002 with a grant of US$ 1 600 000 from ACBF. During this phase, CAPES succeeded in building significant national capacity in policy analysis and development management in key ministries in charge of economic affairs. As a result, CAPES has established considerable credibility within Government and among the donor community. A second grant of US$ 1 700 000 was made for the second phase of the project which commenced in July 2008 and is expected to close in November 2010. Under the second phase, particular emphasis has been placed on strengthening capacity to underpin the implementation of Burkina Faso’s Poverty Reduction and Growth Strategy (CSLP-II).

The goal of CAPES was to improve economic management, participatory and evidence-based policymaking in Burkina Faso.
