At the 10th Summit of Heads of States and Government, in Malabo (Equatorial Guinea), in 2002, the decision was made to adopt a protocol on the establishment of a Network of Parliamentarians of Central Africa. The Projet de Renforcement des Capacités du Réseau des Parlementaires de l’Afrique Centrale (REPAC) covers eleven countries – members of the Economic Community of Central African States (ECCAS).   At its 37th Regular Meeting, in May 2007, the Executive Board approved a grant of US$ 1.5 million to REPAC.

The main goal of the REPAC project was to enable parliamentarians to foster regional integration and poverty reduction initiatives through a regional platform of dialogue and consultation between the authorities of the Economic Community of Central African States (ECCAS), and the people of the Central African Region.
