In December 2004, the ACBF Executive Boardapproved a Grant of USD 1,800,000 in favor of the Republic of Senegal to support the “Projet de Renforcement de la Responsabilité Financière pour la Bonne Gouvernance au Senegal, PRECAREF’’, whose overall objective is to contribute to the improvement of economic governance in Senegal through capacity building for financial and budgetary accountability and transparency.

PRECAREF had three specific objectives, which were to: 

  1. Reinforce the human and institutional capacity of the Audit Court to enable it to conduct exhaustive and efficient control of the management of public funds;
  2. Strengthen the capacity of the Finance Committee of the Parliament so as to enhance its oversight function vis-à-vis the Executive Branch in the management of public funds; and
  3. Strengthen the capacity of DGCPT so that it could produce timely and store financial information needed by the Audit Court and the Parliament.
