The PRIME Initiative aimed to support capacity building for poverty reduction processes by strengthening three major functions: (i) Improved poverty analysis and profiling; (ii) Enhanced accountability including top-down as well as mutual accountability between donors and governments; and (iii) Generation and sharing of poverty-reduction-strategy-related cross-country knowledge at regional level. The PRIME Initiative program included five main components: (i) operationalization of pro-poor growth; (ii) strengthening accountability through enhanced participation; (iii) strengthening statistics; (iv) promoting a cross-country learning network; and (v) strengthening of the enabling environment of poverty reduction strategies in the pilot countries.

The goal was to support the Government of Burundi in its efforts to improve the strategic framework for the fight against poverty. Specifically, the PRIME-Burundi program aimed at strengthening the capacities of national actors involved in the fight against poverty, and build capacities for better programming, implementation, monitoring and evaluation of the poverty reduction strategies.
