Financial Management and Accountability
The Capacity Building Programme in Public Financial Management focused on four key areas:
- strengthening the capacity of the Ministry of Finance for policy and program implementation with a view to enhancing its efficiency in economic and financial management ;
- strengthening the capacity of training institutions involved in the supply of skilled manpower in economic and financial management;
- strengthening the indigenous capacity for policy formulation based on ownership and grounded in realities of the Rwanda context; and
- strengthening the capacity of the country in strategic human resources management through the establishment of the Human Resources Development Agency (HRDA) whose mission was to embody a new partnership between the public sector, private sector and civil society for long term manpower development strategies and institutional change to provide an effective response to Rwanda’s development challenges in the context of the globalization and information based world economy.
The CBPFM had four main programmes:
- Strengthening the implementation of the Ministry of Finance and Economic Planning: The objective of this programme was to strengthen the capacity of the ministry through a coordinated professional staff development programme in order to ensure that each department had a core staff of skilled professionals in economic and financial management.
- Strengthening training institutions: The objective of this programme was to strengthen the institutional capacity of the InstitutSuperieur des Finances Publiques (ISFP) and the National University of Rwanda Economic department to increase the quality of academic and professional education on the area of economic management.
- Rwanda Institute of Policy Analysis and Research (RIPAR): The objective of the establishment of RIPAR was to provide an effective mechanism for enhancing the policy formulation capacity in Rwanda. RIPAR now IPAR Rwanda was established as a non-governmental public policy research institute mandated to generate independent policy analysis and support capacity building.
- Strengthening the strategic management of human resources in Rwanda: The objective of establishing the Human Resources Development Agency (HRDA) was to strengthen the country’s capacity for strategic human resources management and institutional development HRDA provided a space for the interface between public sector, private sector and civil society
