ESAIDARM was a regionally based effort that had a strong focus on local ownership by Governors of Central banks and Permanent Secretaries of the Ministries of Finance to enhance capacity of national governments to manage their debt reserves. ESAIDARM later became the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI)

The objectives of the project were to (i) assist ESAIDARM in developing and implementing debt and reserves management capacity building plans in favour of participating countries; and (ii) to provide a wide rane of training, advisory services, networking and research in support of debt and reserve management priority programmes of member countries. The project consisted of three main elements, the establishment of the ESAIDARM Secretariat, and the financing of ESAIDARM’s capacity building programmes with three major components: Executive programme, Operations Programme and General Programme.
