The goal of the “Project for Capacity Building of the International Training Center for local actors” (CIFAL) Durban was to improve governance at decentralized and local governments.On the 15th of December 2006 the ACBF Executive Board approved a grant of US$1 million for the financing of CIFAL.

The two specific objectives of the project were: 

  1. To build/strengthen institutional and human capacity of CIFAL DURBAN so as to enable it fulfill its mission and objectives.
  2. To train 600 decentralized and local actors in relevant areas of local governance by the end of the Project. 

Two main strategies were used to achieve the above immediate objectives. Institutional strengthening through the assignment of adequate office space to CIFAL Durban and the recruitment of a minimum staff to operate the Center and coordinate training and networking activities used as strategies to build institutional and human capacity of CIFAL Durban. Training of trainers, training of leaders and managers of decentralized and local entities in relevant areas of local governance and e-governance, and networking through the establishment of decentralized cooperation and exchange of experiences were used as strategies to train local actors.
