Public Administration and Management
The MSCBP was aimed at supporting the Government of Rwanda’s development objective by creating a performing and efficient public sector capable of managing the country’s transition towards a service oriented economy.
The MSCBP had three objectives:
- Building institutional capacity through the support to training institutions, policy development, strategic planning and management, institutional restructuring and support to public sector reform aimed at improving the performance of the public sector
- Developing human resources by integrating short, medium and long term measures for human resource development within a comprehensive strategy for public sector reforms
- Promoting good political and economic governance by improving the effectiveness of central government institutions and improving transparency and accountability of government operations
The programme has six components:
- Strategic Human Resource Development
- Improving Institutional development
- Public Sector Pay Reform
- Integrated capacity and performance improvement
- Knowledge Management and e-Government
- Coordination of the MSCBP
