In December 2005, the Executive Board of ACBF approved a Grant of USD 4,500,000 to the Government of Uganda in support of Uganda’s Country Capacity Building Program (UCCBP) for Planning, Expenditure Management and Accountability. The UCCBP was hosted within the National Planning Authority (NPA) and had a Secretariat which oversaw the implementation of the Program. The UCCBP had 14 beneficiary institutions: Local Government Finance Commission; Parliament of Uganda; Office of the Prime Minister; Economic Policy Research Centre; Private Sector Foundation Uganda; Accountant General’s Office; National Planning Authority; Ministry of Public Service; Uganda Bureau of Statistics; Uganda Management Institute; Inspectorate of Government; Ministry of Finance, Planning and Economic Development, and the Uganda National NGO Forum.

The overall goal of the program was to improve the effectiveness and efficiency in the use of public resources in order to attain the objectives of national development priorities as contained in the Poverty Eradication Action Plan (PEAP), thereby improving economic governance. 

The specific objectives of the UCCBP were to:

  •  Strengthen the linkage between planning, policy analysis, and formulation and the skilled
  • manpower required to implement public expenditure management and accountability in the country;
  • Strengthen accountability institutions, and Parliamentary oversight of the executive functions in public finances and
  • Enhance institutional and human capacity of civil society and private sector organizations.
