Public Administration and Management

The project was approved in April 2001 with a grant of US$1,157,090 to the Government of Chad (GoC).The main objective of PROFESS was to improve public administration and management as an enabling factor for sustainable economic development. The goal of the “Projetd’Appuià la Professionalisation de l’Administration Publique en République du Tchad” or Project for the Professionalization of the Public Administration in the Republic of Chad (PROFESS) was to improve the performance of the civil service through a reform of institutional and organizational environments of sectoral ministries and thereby promote good governance for poverty reduction in the country.

The immediate objectivespf the project were:                                                          

  • To build/strengthen the institutional and human capacity of the Cellule technique chargée de la mise en œuvre de la réforme de l’Administration publique (CESRAP).
  • To build/strengthen the capacity of human resources responsible for key administrative reform activities in sectoral ministries.
  • To support institutional evaluation of sectoral ministries not covered by GEEP.
  • To train staff of sectoral ministries in key areas related to the formulation, implementation, monitoring and evaluation of poverty reduction strategies, programs and projects.

The main strategies used to achieve the objectives were: (i) institutional development and strengthening; and (ii) human resources development mostly through training. Institutional development and strengthening and human resources development will be accompanied by utilization of local expertise and short-term international expertise for capacity building to carry out the required studies needed to implement the reform of the public sector.
