    Introduction:

    L'objectif du projet consistait à consolider la première phase (cadre réglementaire financé par la Banque mondiale entre 2002 et 2005) en: (a) mettant effectivement en application les règles communautaires adoptées par l'UEMOA en décembre 2005; (b) intégrant ces règles dans les législations nationales des huit pays membres de l'UEMOA; (c) mettant en place un système d'information sous-régional; (d) renforçant les capacités de passation des marchés publics des opérateurs économiques de la sous-région; et (e) renforçant les capacités de l'UEMOA en matière de suivi de la mise en œuvre de la réglementation.

    Project Description:

    The goal of the project was to consolidate the first phase (regulatory framework financed by the World Bank between 2002 and 2005) by: (a) effectively implementing the community regulations adopted by UEMOA in December 2005; (b) incorporating these regulations into the national legislations of the eight member states of UEMOA; (c) establishing a sub-regional information system; (d) building the public procurement capacity of economic operators in the sub-region; and (e) building the capacity of UEMOA in monitoring the implementation of the regulations.

The recognition of ACBF as the African Union’s Specialized Agency for Capacity Development launches the beginning of a new era for capacity building by ACBF, which will require an appropriate level of political commitment and financial support from all stakeholders.
