Background

For more than 30 years, ACBF has been building human capital and institutional capacity for Africa’s sustainable development. With membership from 40 African Countries, the African Development Bank (AfDB), the United Nations Development Program (UNDP), The African Union (AU), and The World Bank ACBF is the leading institution for capacity development in Africa.

While serving all actors, ACBF recognizes the importance of and pays attention to improving the effectiveness of Africa’s public sector institutions at local, national, regional, and continental levels to become effective systems integrators and catalyzers of sustainable and transformative change.

Since its creation in 1991, ACBF has trained over 50,000 personnel in civil service, most of whom hold key positions in Ministries of Finance, Planning or Economic Development and Central Banks across the continent. The Foundation has established a network of over 50 think tanks supporting evidence-based policymaking across Africa and conducted numerous policy research/analyses, which have been critical in informing economic management and establishing benchmarks for success.

ACBF’s strategy for the next five years (2023-2027) focuses on responding to the current and future needs identified by member states such as, Climate Change and Energy for productive use, Agribusiness & Food sovereignty, Trade as an engine of economic development, and Economic & Social Governance.  ACBF is headquartered in Harare and has offices in Accra-Ghana, Addis Ababa-Ethiopia and Nairobi-Kenya.

The Audit and Risk Committee is a committee of the Executive Board of ACBF with a principal purpose of assisting the Executive Board in fulfilling its corporate governance and oversight responsibilities in relation to risk management, system of internal control and accountability, internal audit and investigation. The Committee Charter provides a membership of five(5) composed of two(2) Members of the Executive Board and three(3) Independent Members.

Appointment to the Audit and Risk Committee is done by the Executive Board for a two-year term renewable once. Members of the Committee are expected to be independent and have no existing family or other personal ties to management of ACBF or its funded projects. Duties and Responsibilities

Through the committee:

  1. Advise on the rules, regulations and policies as related to internal control systems and procedures, risk management, investigation functions, good governance, and make necessary reports for the consideration and approval of the Executive Board;
  2. Update the Executive Board of its own assessment of the status and progress of implementation by Management of recommendations on governance, audit, internal control, risk management and investigations;
  3. Recommend to the Executive Board the appointment of External Auditors on every year to conduct an independent financial audit of the Foundation;
  4. Seek any information it may require from Management and other relevant parties as necessary in furtherance of its mandate;
  5. Concur in the appointment, performance assessment, and termination of the services of the Head of Internal Audit;
  6. Review from time to time and approve the Charter of Internal Audit and ensure that this is in line with international internal audit standards and that a periodic quality assurance review is conducted;
  7. Review periodically the terms of reference of the Committee and refer any recommended changes for decision to the Executive Board; and
  8. Liaise with other Committees of the Executive Board as necessary.

Required Skills, Experience and Competencies

Selection will be based on a competitive process.

Applicants should have relevant advanced professional qualifications and significant senior-level experience in either finance, accounting, internal audit, investigation, external audit, risk management, information technology, internal controls and governance.

A strong understanding of the structure and functioning of International organizations and/or other intergovernmental organizations would be desirable.
